PAP Rules Committee Holds Consultation Workshop in Nairobi

The Pan-African Parliament (PAP) Committee on Rules, Privileges and Discipline held a Technical Consultation Workshop on the Rules of Procedure of the Pan-African Parliament from 11th to 14th December 2024, in Nairobi, Kenya.

Under the leadership of Hon. Steve Mikaya, Chair of the Committee on Rules, Privileges and Discipline, the workshop brought together Members of the Committee on Rules, privileges and Discipline, Staff of the of the Pan-African Parliament led by Ms. Lindiwe Khumalo, Clerk of Parliament, a Representative of the Office of the Legal Counsel of the African Union Commission and resource persons.

The workshop aimed to ensure that members are sufficiently appraised of the revised Rules of Procedure (RoP) and that they reflect the views and aspirations of the various organs and stakeholders of the PAP with a view to guarantee the effective, efficient and smooth transition of the business of the PAP and its organs.

At the opening of the workshop, the Hon. Steve Mikaya welcomed participants and highlighted the objectives of the workshop. He noted that the Committee was expected to examine the amendments to the RoP of the PAP and consider proposals from the office of the legal counsel.

The workshop considered on the report on review of RoP and the proposed amendments from the office of the legal counsel and achieved the following:

  1. Members were appraised with the Executive Council decisions guiding the review of PAP RoP;
  2. Members critically assessed the gaps and areas of improvement of PAP RoP in light if the report of the Office of the Legal Counsel;
  3. Members considered the proposed amendments from the Office of the Legal Counsel;
  4. The report of PAP Committee on Rules, Privileges and Discipline on the alignment of RoP to the PAP Protocol was analysed in light of the report on the review of the suspended RoP of the PAP from the Office of the Legal Counsel.
