PAP President Calls for Removal of Barriers to Youth Inclusion as the AGA-APSA Platform Consults on the Status of Youth Empowerment

The Pan-African Parliament (PAP) delegation, led by its President, H.E. Chief Fortune Charumbira, took part in the 2026 First African Governance Architecture and Africa Peace and Security Architecture (AGA-APSA) Platform Technical and Political Meetings, held ahead of the 48th Ordinary Session of the Executive Council and the 39th Ordinary Session of the African Union (AU). The meetings took place on 9–10 February 2026 at the AU Headquarters in Addis Ababa.

Intervening during the political segment of the meetings under the theme “Youth Empowerment for Governance and Regional Integration”, the President of the Pan-African Parliament underscored the need to ensure that participation frameworks reflect the realities and needs of young people. He stressed that removing barriers—particularly those affecting disadvantaged groups—must remain a key priority. He called for a multifaceted approach that places emphasis on accessibility, practical solutions, and inclusive and flexible programming.

“It is time to end slogans and move into the practical aspect of youth inclusion. Youth are adults in training, and if they are to become effective leaders, their inclusion in decision-making processes must be effected now by removing barriers and overly stringent standards, and by recognising that current formal structures may not be working,” said H.E. Chief Fortune Charumbira. He further emphasized the importance of involving young people in decision-making processes and valuing their perspectives as early as possible.

The President of the continental Parliament also highlighted the necessity of sustained intergenerational dialogue to ensure the emergence of a more prepared, resourceful, and effective youth leadership.

“The inclusion of youth does not automatically imply a divorce with the older generation. The transition must be smooth, and dialogue must be regular. The current crop of leaders are former youth, with knowledge and ideas that can help bridge generations—from youth to seniors,” concluded H.E. Chief Charumbira.

The 2026 First AGA-APSA Platform Technical and Political Meetings aim to review the 2026 flagship initiatives and position youth empowerment in governance and regional integration as a core flagship priority of the AGA-APSA. This is intended to mobilize resources and enhance synergy and collaboration among stakeholders in order to deliver as one.
